martinez President and CEO – Cesar D. Martinez

Mr. Martinez joined MDwise as president and CEO in September of 2015. He provides corporate leadership, directs MDwise business operations, sets current and long-range objectives, plans strategic goals, designs policies and works closely with the executive team to lead the company to achieve overall corporate goals. Mr. Martinez has extensive experience in leading and operating Commercial, Medicare and Medicaid health plans for private/entrepreneurial companies as well as large publicly-held companies. He has over 20 years of health plan operations experience with 15 years in health plan executive and c-level management.  

Most recently before joining MDwise, Mr. Martinez was a founder of a Medicaid health plan in the South that he also ran and led as its president and CEO since its founding. Years later he added Medicare to his company's portfolio and partnered and sold his health plan to a large public hospital and health care system that led to the creation of the only provider-owned health plan in the state he was operating. He also ran and led this provider-owned health plan as its president and CEO. In addition to his entrepreneurial work, he has led multiple other health plan start-ups and turn-arounds across the country from the West to the East Coast and was responsible for a billion dollar health plan in the Southeast that covered 300,000 Medicare Advantage and Medicaid members.

Mr. Martinez holds a Bachelor of Arts in History and Political Science from Houston Baptist University, a Master of Business Administration and a Master of Public Administration from City University in Seattle, Washington.


sullivan Senior Vice President, Chief Medical Officer – Ty Sullivan, MD, MBA

Dr. Sullivan joined MDwise as senior vice president and chief medical officer in November of 2015 and is responsible for MDwise medical affairs, case and disease management, quality management and pharmacy services.
Dr. Sullivan has over 15 years of experience in managed care organizations and health care delivery systems. Prior to joining MDwise, he served as the chief medical officer for Advantage Health Solutions, an Indiana-based health plan, where he was responsible for medical affairs, utilization management, case and disease management for Medicaid, Medicare and commercial lines of business. Prior to Advantage Health Solutions, he served as a Network Medical Director for Amerihealth Caritas where he was responsible for the development and implementation of medical management strategies. Prior to Amerihealth Caritas, Dr. Sullivan served as Medical Director for the Eskenazi Health System where he focused on the Medicaid and uninsured populations.
Dr. Sullivan has served as an assistant professor of Clinical Medicine and Pediatrics at the Indiana University School of Medicine. He earned his medical degree from the University of Tennessee and Masters in Business Administration from the University of Michigan. He is board-certified in Internal Medicine and Pediatrics and maintains an active clinical practice in addition to his administrative duties.



Senior Vice President, Chief Information Officer – Brian Arrowood

Mr. Arrowood joined MDwise as senior vice president and chief information officer in November of 2015. He is responsible for leading and directing the internal Information Systems (IS) and Information Technology (IT) functions of MDwise. Mr. Arrowood holds a bachelor of science from Purdue University in Mathematics.
Mr. Arrowood has 20 years experience in management and leadership in the information systems and information technology fields. Prior to joining MDwise, Mr. Arrowood was responsible for operational risk management at Indiana University Health Revenue Cycle Services. Previous to IU Health, Mr. Arrowood held a cabinet-level position as Chief Information Officer with the State of Indiana under Governor Mitch Daniels. While in his position at the State of Indiana, Mr. Arrowood won the Governor’s Service Award in 2009 and was recognized as one of the nation’s Premier 100 IT leaders in 2012 by Computerworld magazine.



Senior Vice President, General Counsel – Patricia Hebenstreit, JD

Ms. Hebenstreit joined MDwise as senior vice president and general counsel in January of 2009. Ms. Hebenstreit has a wealth of health law and legal related knowledge and experience and serves as senior vice president and general counsel of MDwise. Ms. Hebenstreit directs and coordinates MDwise's efforts to ensure compliance with laws, regulations and policies that govern its Medicaid and Health Insurance Marketplace business. She is also responsible for directing the Government Affairs Staff/Activities. She directs a Special Investigations Unit (SIU) that performs program integrity activities for all MDwise programs. Ms. Hebenstreit also oversees Marketing and Outreach for all MDwise programs and the MDwise brand.

Ms. Hebenstreit previously worked at the Health and Hospital Corporation of Marion County where she spent almost six years as Chief of Staff and two years as General Counsel. Prior to that, she spent time as the Director of Long Term Care at OMPP and also as Director of the Medicaid Fraud Control Unit at the Indiana Attorney General’s Office. Ms. Hebenstreit serves on the Board of Directors of Safe Sitter, Inc. and the Executive Committee of the Indianapolis Bar Association Health and Life Sciences Committee. Ms. Hebenstreit obtained her J.D. Degree from Indiana University School of Law Indianapolis and her B.A. in Political Science from Marquette University. 


Lux Senior Vice President, Operations and Administration – Lindsey Lux, MHA, SPHR
Ms. Lux joined MDwise in March of 2005 and has served many roles during her time at MDwise. As senior vice president of operations and administration, she leads the operation departments of MDwise. She oversees the Human Resources, Medicaid Customer Service, Provider Relations, Reporting, Project Management Office and Program Operations departments.

Ms. Lux has over 17 years of experience working with Indiana Medicaid programs. Lindsey began at MDwise managing state reporting requirements before adding Human Resources and Organizational Management. Lindsey then assumed operational departments for customer service, the project management office and provider relations. Prior to joining MDwise, Lindsey served as the Benefit Advocate Supervisor at AmeriChoice, a United Healthcare company serving as the Medicaid Enrollment Broker for the State of Indiana, where she was responsible for developing integration strategies, promoting community partnerships and enrollment center training.

Ms. Lux obtained her Bachelor of Science in Public Health and her Masters in Health Administration from Indiana University. She holds two human resources certifications as a Senior Professional of Human Resources (SPHR) under the Human Resources Certification Institute (HRCI) and is also a Society of Human Resources Professional Senior Certified Professional (SHRM-SCP). Ms. Lux also holds certificates in project management and Six Sigma Greenbelt. Ms. Lux serves on the committee for the Habitat for Humanity of Johnson County and routinely volunteers for the program. She also serves on the American Heart Association’s Go Red Executive Leadership Committee.
