Bruce Hayes - President and CEO

Interim President and CEO – Kathy Kendall, BSN, MM

In this role, Ms. Kendall provides corporate leadership, directs business operations, sets current and long-range objectives, plans strategic goals, designs policies and works closely with the executive team to lead the company to achieve overall corporate goals. Ms. Kendall brings 40 years of experience in the medical field and more than 30 years of executive-level leadership overseeing Medicaid, Medicare and commercial health plans. 

Ms. Kendall is also the President and CEO of MDwise's parent company McLaren Integrated HMO Group. In this role, she is responsible to the Board of Directors in assuming ultimate authority for the overall leadership, administration, growth and performance of McLaren Health Care’s multi-state health plans and their subsidiaries. Prior to McLaren Integrated HMO Group, Kendall served as CEO and President of McLaren Health Plan, Inc. and Subsidiaries for more than 20 years. 

Ms. Kendall holds a Bachelor of Science in Nursing from Olivet Nazarene University and a master's degree in Management from Aquinas College.

James Maguire

Vice President, Chief Financial Officer – James Maguire

Mr. Maguire joined MDwise as chief financial officer in December of 2018. In this role, he is responsible for the direction and management of all financial aspects for MDwise. Mr. Maguire leads the company’s finance and accounting while overseeing MDwise company budgets, as well as financial and statistical reporting.

Mr. Maguire has 20 years of experience in financial management, leadership and strategy development. Most recently, he served as the Regional Vice President, Finance for Anthem where he supported the Medicaid South Region covering 2.2M Medicaid members across seven state Medicaid plans. He previously served as the chief financial officer for both National Government Services, Inc. (NGS) and WellPoint Military Care Corp. (WMC); Vice President of Financial Operations of the Technology Services Group (TSG) at ManTech International Corporation; Vice President for Finance at DRS C3 & Aviation Company; and Director of Finance and Administration at KAYA Associates. In these roles, he was responsible for financial reporting, forecasting and overall market performance. 
Mr. Maguire holds a Bachelor of Science in Finance from Marymount University, as well as a MBA with a focus on strategy and operations from George Washington University.

Sara Mavredes

Vice President, MIG Business Information & Operations –

Sara Mavredes

With the acquisition of the first operations outside of Michigan, Ms. Mavredes’ role expanded from vice president and chief operating officer to the newly created position of vice president of Business Information and Operations of the McLaren Integrated HMO Group, or MIG. She has assumed senior management responsibility and authority for establishing, directing, evaluating and coordinating core operations relating to developing and administering policy, short- and long-range goals, strategic planning initiatives, internal and external reporting, regulatory communication, and initiatives for MIG and its subsidiaries. Ms. Mavredes provides administrative direction for the operations of claims administration, membership eligibility and enrollment, information technology, business transformation and reporting/analytics.

Ms. Mavredes holds a bachelor’s degree in Business Administration from the University of Michigan.

Patty Hebenstreit

Vice President, General Counsel – Patricia Hebenstreit, JD

Ms. Hebenstreit joined MDwise as vice president and general counsel in January of 2009. Ms. Hebenstreit has a wealth of health law and legal related knowledge and experience. She directs and coordinates MDwise's efforts to ensure compliance with laws, regulations and policies that govern its Medicaid business. She also oversees reporting for FSSA, the government affairs staff/activities and a special investigations unit (SIU) that performs program integrity activities for MDwise health plans. 

Ms. Hebenstreit previously worked at the Health and Hospital Corporation of Marion County where she spent almost six years as chief of staff and two years as general counsel. Prior to that, she spent time as the director of long term care at OMPP and also as director of the medicaid fraud control unit at the Indiana Attorney General’s Office. Ms. Hebenstreit serves on the board of directors of Safe Sitter, Inc. and the executive committee of the Indianapolis Bar Association Health and Life Sciences Committee. 

Ms. Hebenstreit obtained her J.D. from Indiana University School of Law Indianapolis and her B.A. in Political Science from Marquette University.


Vice President, Business Services – Brian Arrowood

Mr. Arrowood joined MDwise as vice president and chief information officer in November of 2015. In his current role, he is responsible for leading and directing the Indianapolis IT and operations team at MDwise.
Mr. Arrowood has more than 20 years experience in management and leadership in the information systems and information technology fields. Prior to joining MDwise, Mr. Arrowood was responsible for operational risk management at Indiana University Health Revenue Cycle Services. Previous to IU Health, Mr. Arrowood held a cabinet-level position as chief information officer with the State of Indiana under Governor Mitch Daniels. While in his position at the State of Indiana, Mr. Arrowood won the Governor’s Service Award in 2009 and was recognized as one of the nation’s Premier 100 IT leaders in 2012 by Computerworld magazine.

Mr. Arrowood holds a Bachelor of Science in Mathematics from Purdue University.

Vice President of Customer and Provider Services  – Theresa Fox

Ms. Fox joined MDwise as vice president of Customer and Provider Services in July of 2019. In her role, she is responsible for day-to-day and strategic direction of our customer call center and our provider network team. 
Ms. Fox is an accomplished leader with a proven track record in assessing and rehabilitating performance deficiencies, leading start-up operations and maintaining strong performance in a rapidly changing environment. She has over 38 years of experience in highly regulated healthcare operations. She spent 26 years at Anthem holding multiple, progressively responsible positions, most recently serving as the Staff Vice President, Claims and Customer Service for WellPoint Military Care. Prior to that, she served as the Staff Vice President, Enterprise Provider Service managing over 18.5 million calls a year and over 2000 associates. Ms. Fox oversaw member services and enrollment and billing during her tenure at Anthem, as well as call center management with National Government Services (NGS). 
Ms. Fox holds a Bachelor of Science in Business Administration from Indiana Wesleyan University.

Vice President, Health Services – Rebecca Tapp

Ms. Tapp joined MDwise as vice president of Health Services in August 2019. She is responsible for leading the Health Services Teams including Utilization Management, Case Management and Quality. Ms. Tapp brings 30 years of experience in the medical field with more than 20 years in leadership roles. Her experiences include acute and long-term care, staff development, strategic planning, consulting and medical management for both providers and health plans. Most recently, she served as the FEP Director of Medical Management for Anthem where she supported the Federal Employee Program covering 1.5 M Federal Employees.

Ms. Tapp holds a Bachelor of Science in Nursing from Spalding University.



Medical Director – Dan Spitzberg, M.D. F.A.C.S

Dr. Spitzberg joined MDwise as Medical Director in July of 2017 and is responsible for medical reviews for medical, case and disease management and pharmacy services. Dr. Spitzberg currently serves on the Indiana Medicaid Advisory Committee (MAC) and Indiana State Medical Directors Committee.
Dr. Spitzberg began his career by practicing as a family physician in Louisville, Kentucky for three years. He then practiced in Indianapolis both in private practice and in the Indiana University Department of Ophthalmology as an associate professor, Chief of Ophthalmology at Methodist Hospital for eight years and rejoined as vice chairman in 2018. Dr. Spitzberg operated one of the largest Uveitis clinics in the world called Uveitis Service at Indiana University Department of Ophthalmology for thirty years. In 2014, Dr. Spitzberg became certified in the use of the Femtosecond Laser for cataract surgery and still performs this advanced technique on patients. Dr. Spitzberg also served as a physician reviewer in all areas of medicine for Advantage Health Solutions from January 2014 – October 2016. He was also a medical case management reviewer, including peer to peer review, for Anthem from October 2016 - June 2017.
Dr. Spitzberg earned his medical degree from Indiana University Medical School. He completed a residency in Ophthalmology and then a fellowship in Uveitis at Indiana University. He is a board-certified surgeon and a Fellow of the American College of Surgeons. He maintains an active clinical practice in addition to his administrative duties. He also served as a captain in the U.S. Army during the Vietnam War.
